0.6.3 - Scapper not working?

Yoinked a Scrapper from an enemy base and put it in my base. It doesn't work consistently at all. Generally refined resources seem to break down. But no tech parts seem to work and most base parts don't work. Scrapper just doesn't do anything and is just showing "select recipe".

Is this on purpose where most parts don't break down anymore or is this a bug?

You should be able to scrap any part that you haven't licensed. You should also be able to scrap any base part.
Consider going onto TTW's discord and letting them know about the problems you're having with the scrapper.
But in all fairness, since the Scrapper is currently unavailable for construction and we can expect it will be again eventually, they'll probably reexamine it before they make it available for construction once more. There's a good chance they'll fix the problem when that happens.
