unlimited money build mode

Does this game have a way to be able to build with unlimited money? I'd like to build without the balancing recourses between cities and people complaining. Just pure design without the economy.

Yes.
Click the XL in the upper left corner
click on the wrench
this will bring up a list of choices, one of them is Cheat.
There are a bunch of options, one of them is "Make balance 500,000"

just keep clicking that. i do it for terraforming before i build.
