My own personal opinion - I think it is a typo, and you aren't supposed to retain the exp. If you can jump freely from being a level 50 Alchemist to Chef to Blacksmith and back, just by the use of a rune, I think that would massively break the game. The people that can afford to buy/make these runes could essentially create a monopoly on the market if they were so inclined, because they'd be able to make anything. Starting over at level 1 makes you reconsider how worthwhile a job-change is, because you'll have to climb your way back up.
