How do we gain Master Level Skill Points?

I am already Master Level 4 but I still do not have any skill points. I know you should gain skills points when you gain a level. However, is it different for Master Levels?

You do not gain any skill points when you are master level. Only stat points.

But you can spend your master points to buy skill and stat points.

100 Stat Points

in Moroc there is a NPC that sells points for masters of different things, including scrolls to obtain skill and stat points. NPC about with those who gave the task to receive the master level

The stat reset, skill reset and a handful of other items are only during events.

But RusSuz is right, the cat npc beside Gilgamesh.

I just saw the cat NPC beside Gilgamesh. It sells stuff (including skill points and stat points) that cost blue diamonds. How do I get these blue diamonds?

The blue diamonds, as you call them, are master points. You grind the mobs in dayr desert for MP.
