No idea how to check #2, but I am not lagging in the game, if that's what the question is for.
For #3, maybe you should try to ask Kill Ping (https://www.killping.com/) directly. Also, if you've already seen their supported games page (https://www.killping.com/games-we-support.php), RO2 isn't on the list (that or I'm missing something).
Using Windows Resource Monitor (Win + R and writing: "resmon" no quotes) you can see your ping and the remote IP from every application opened in your PC.
The server we play is localized in Los Angeles, California US.
