Put the QuakeSpasm files in your Quake folder. Then run QuakeSpasm. All done!
If you want a nice installer/uninstaller to move files around for you, you could use the "QuakeSpasm installer for Steam Quake owners" described and linked in the Quake Engines guide: http://steamcommunity.com/sharedfiles/filedetails/?id=118401000
There's also a section in there called "Launching through Steam" that describes how to run QuakeSpasm (or any Quake program) from the Steam UI if you want to do that.
2)Get the miniQL launcher (this will help you run custom maps and mods)
3)put the miniql file into your quake folder.
4)rename miniql to winquake.exe and change the old winquake.exe filename to something else.
5)launch quake through steam
6)it will start miniql which you will need to direct to your quake folder so it can find the maps and also point it to what engine you are using (this works for any quake port) but point it to your quakespasm.exe
7)choose a map and difficulty or launch the game
Here is an image from google what miniql is like

If you want the music to work in quakespasm though it can not be in a subfolder inside the music folder so it's like quake\id1\music or quake\rogue\music for one of the expansions. Tracks need to go in music folder no subfolders.
