How do I add mods to Quake 1?
Campaign mods specifically.

Well, it depends but generally just drop the mod folder into your steam/steamapps/common/Quake folder. Then in-game type "game ___" into the console with ___ being the name of the mod folder.

That said the Bethesda port's mod support is pretty hit or miss. You're better off using a separate sourceport like VKQuake for broader compatibility.

Yeah. The ones from ModDB aren't working. I wonder which mods are.

Which mods did you try? QuakeSpasm might be a good source port to try. There's also the console var gamedir (which lets you check which directory it's using.)

Pesquake & Malice. Neither worked because "Missing Nightdive assets"

Nightdive is the company that did this 'remaster' port, I suppose with Bethesda. I don't think it has good compatibility with many mods out there. Here's a video of Malice using QuakeSpasm

(kind of annoying though the constant changing of shading mode in the video)

You should drop the mods on the Rerelease folder, where the engine exe is.
Also check the guides section for a compatibility list for playing mods in this remaster's engine.

Well that's where one of the engine exes is. Ya the mod folder should be in the same folder as the exe that you're using is in.

Extract the base quake folder to the desktop or wherever. Decompress and drop the engine files and mod files in, and launch either from the in-game command console or with a custom shortcut, or use https://github.com/m-x-d/Simple-Quake-Launcher-2

Ya wherever you put the Quake installation make sure it's setup like this

/Quake /id1 PAK0.PAK PAK1.PAK /some mod (PAK files here) quake.exe (whatever dll files your source port uses)

The tag you're looking for is code in brackets.
