Why Trent Reznor cannot renew the license for his music?
So he gets royalties because the game is still bought today

The author of this thread has indicated that this post answers the original topic.
There is still the issue that the music is CD Audio which would mean Steam would have to physically ship CD's to everyone that buys and has bought the game. Due to legal issues they can't repackage Quake into a source port so the music can be .OGG files. We as consumers have to do the leg work by downloading the music files and adding Quakespasm to the game.
Its not really a problem from Trents side, but Steam is lazy.

Use a CD drive emulator and mount the soundtracks. Enjoy.

I mean, yeah, but they are publishing the game so they oculd have demanded the OST.

Valve are just selling it, as it was made by id software Bethesda/Zenimax has publishing rights.

There aren't any legal issues to using Reznor's OST. The entire reason the OST isn't on Steam is because they're using the original WinQuake.exe from the CD version and it doesn't support audio playback from within the game's folder, it looks for redbook audio tracks (you can actually put any music CD in and it'll play off that). Source ports have already fixed this due to the source code being available. GOG fixed this by creating a special music wrapper that also fixes several other games that had this same issue. It's why if you buy Quake 1 on GOG you can hear the music. There aren't legal problems to using Reznor's OST, he did it for Carmack and co for free.

There also aren't any legal issues to packaging Quake in a source port. They could easily do the same changes themselves by editing the Quake 1 source code but they completely neglected to do this with the Steam release. Id has made its own source port versions of its games in the past, see the Doom 3 BFG edition which has new windows ports of Doom and Doom 2. So they could've done this they just didn't.
