I think you're refering to the Science icon. You actually don't need one to upgrade your Home into a Fort. If you look closely, you will notice that it's actually a "+1", it will give you one science.
As for your population numbers, it might be because of your other buildings! Some buildings consumes population every day, like the lumberjack, the windmill, the church, etc...
So the more buildings you build, the more houses you need!
And the more houses you build, the more food you need to feed them.
