Besides quests, there are many other things that can be done to raise level; clearing forts, completing dungeons and doing world activities! Make sure to explore thoroughly and not miss those!
However, at your level, you are now ready to tackle the Antares dungeon and even the Twilight Isles!
Thanks for the response! In the first game we constantly were finding secondary challenges like dungeons to clear. Just not seeing the content with this one. We have stayed in the sunny region. It so far Feels stupidly empty, seeing few dungeons or forts and most of the boats are above our level and or in clusters we can’t overcome. So far this has just been a frustrating experience unlike the first two games.
Trying to give it more time….but several hours in we are just not finding quests or content and I don’t understand given the limited map size what we could be missing
When I was around level 20, I upgraded my gear and started tackling stuff above my level, not too much higher but things that were around five to ten levels over my own. Especially with the boat, if you can find higher level stuff that you can single out or kite away from its friends to take out, it'll start boosting your level up. The Magma Cannonpaw can do ridiculous amounts of damage to things if you're close enough to hit them with most of its salvo. I think I started by luring the boats hanging out by the Twilight Isles away one by one, iirc they're level 25? So you're probably in a good spot for it.
I think another thing I used to work out where I could go was the wanted posters in the bar. If you follow them left to right, they do rise in level appropriately (barring the few at the end which are story related) and can kind of guide you to areas where you can work on levelling.

The design this time is very different from previous games. It rewards exploration more than simply completing quests now. Please rest assured we have tested the game thoroughly and there are more than enough quests, dungeons and activities to ensure players are always the appropriate level for the main quest. Furthermore, just like previous Cat Quest games, the level of regions is just a guide. You do not need to feel like you have to be of equal level before tackling an area. It is entirely possible to overcome a level 30 challenge at level 20-25 for example, provided you upgrade your gear and spells.

The moment u start to predict their attacks (all mobs have a visual cue), avoid them, and counter, rinse and repeat - everything is very playable.
Like what fortuna says, experiment with items and upgrade them when u find them fitting to your playstyle - in addition, boat damage is based on your physical power too.
Boat movement is hard to control at first, so keep your distance and u should be good.

But don't get overconfident. I tried to sink the Duck of Doom on level 23 or so.
Thats the thing though! We dont feel rewarded for exploring. The last game had caves EVERYWHERE. You couldnt go more than a few feet before you hit a cave or a quest that led you to a cave or a location on map where an event took place. We have spent hours in the game and only completed a few such events. We are spending more time just dodging annoying ships (frequently that are above our level and if not that outnumber us) and running around looking for things to do. Thats also super frustrating for the second player who has nothing to do during ship combat. I had zero problem finding content or as you said defeating enemies above my level in CQ1 or 2. In CQ3 we are struggling to find things to do and struggling to defeat enemies in a way that is just jarring after the last 2 games. Im a good enough gamer that I can generally play games like Elden Scrolls without a problem. Yet im finding myself frustrated with Cat Quest. Just doesnt compute for me!
Again I super appreciate your responses. The reviews are generally positive at the moment. So I know we are in a minority. Ill even state that in our review. But our experience has just personally been confusing and frustrating. Too much open ocean, not nearly enough actual things to do and far too many enemies....sometimes in tight quarters.
All these rules applied to CQ 1 and 2. Its how we not only played the games, but beat them without any issue. I just dont get why this game isnt clicking for us. I dont have problems dodging enemy attack patterns. Well I guess I do in some indoor areas where we find with 2 players casting spells and 3-4 enemies fighting it can be freaking impossible to tell whats happening.
Again the issue is more with lack of content. Im finding this to be like an RPG that has a huge open world, but you just encounter nothing but the occasional bandit or wolf to fight. We are several hours in and I feel we have hardly done anything. Most of the times been spent on the boat looking for stuff to do, dodging annoying ships and following the light house star markers. CQ1 and 2 felt almost overwhelming how much there was to do. You couldnt walk more than a few feet before stumbling upon a new quest, mini story, a cave or something else to interact with. We are just finding nothing but enemies, ships and forts here.
This is really good to note. I thought this was a complete release that wouldn’t see much new content. Good to know there’s a chance at some more content. Don’t want to take a break but if need to can hit up a different game and come back.
I’m super impressed with the developer and the last two games. This one’s just not hitting that same magic for us.

I know it's probably too late to help anymore, but being level 23 you are more than ready for the Antares Ruins (Lv 20) and the Twilight Isles (Lv 25). There is no more need to find and do low level quests for the next part of the story. You are ready.
