No eximus spawning

I was doing a legaycte harvest bounty with an additional "kill 8 enemies with mercy finishers" bounty. The problem was that in the 10 minutes I was there, no eximus spawned so we couldn't do finishers. One player said he's been there for an hour.
Did this happen to anyone else?

right now i have this bug on mission and host refuse to leave lobby i know if he leave mission will contine normal
