Brief Respite continues to not work unless you are host or solo

This has been reported in past but I'm not seeing it on Known Issues right now. Currently Brief Respite does not restore shields if you are not the session host or playing solo. I know that Brief Respite only triggers when you don't have Overshields, but I am having fully depleted shields not come back on ability use.

This bug really messes with shield-gating setups and will basically kill you if you're not able to make up for it in some other manner (i.e. Augur mods).
