Warden not spawning Duviri

Warden wasn't in his chair above Kullervo arena, I know there's a chance of him not being there due to Kullervo fight being a possible bounty stage but we were on bounty 5/6, still nothing. Got to bounty 6/6, still nothing, then killed the orowyrm and went back, still nothing. We were on the Sorrow spiral.

He can't spawn in Lone Story unless you get him as part of the bounty
