Also, that's a pretty horrible build. You're putting way too much defense. Your abilities will be near-useless.
So honestly, this whole ''...... VS ....'' is a really pathetic versus, because QT is a very underrated mod.
1) Steel Fiber is not good on all, in fact most, Warframes.
2) Vigor gives too little of a bonus for the cost and slot it takes. Besides, you already hVe the others (Redirection and Vitality). It's usually used if you need a bit of each and only have a slot left, and even then its use is rare.
3) You usually only use either Redirection OR Vitality, based on what fits the Warframe the most. Even more so when using a Rage + QT build.
4) In fact, you'd probably be fine with Rage + QT unless you REALLY don't need the slots for ability mods.
Completely disagree with your last bit. I think it depends on the frame, entirely. I've done well with a similar build-style... but it depends on the frame, and perhaps even the mission. I don't tend to use Steel Fiber unless it's Rhino or Valkr, though.
