Yep, I've seen the wiki.
Yep, the whole week I was doing nothing but killing Alad V with his dog, digging Venus(E Gate) and doing Tier 3 Infested Defense missions.

RNG? Am I doing something wrong?

Have you read all of http://warframe.wikia.com/wiki/Intensify ?

Because it also states it can drop from Void containers and Tier 1 Survival (i.e. low-level Survival, not Void, since that would be Tower 1 - see http://warframe.wikia.com/wiki/Survival#Rewards ) - Excavation wasn't even mentioned explicitly. I know it should draw from the Survival reward pool, but I found that to be rather unreliable. Maybe that's just me, though.

My best advice would be to run simple T1 Void missions and get to the secret treasure rooms with parkour elements or smaller ones without and break the containers there.
