Those NPC's are generally on the right side and also right by their respective areas door entrances. Imho, it's a global design picked to simplify players to know where they should trade Syndicates' "Tokens" for respective standing points.
Highly alas, imho at least, WarFrame still remains heavilly rookie players unfriendly for quite a decent amount of cases.
