to use the scanner: place recticle over target hold Pimary Fire.
lots of stuff can be scanned, not just the fragments and the like.
Plants on multiple planets can be scanned, and turned into mats.
You NEED these for one of the Frame Quests.
mobs can be scanned (though im not sure oif you need the other scanner to do so)
as well as materials, and crates and the consoles.
Yes, you can scan enemies with the regular codex scanners.
The synthesis scanners are only needed for cephalon simaris's targets of special interest besides you can also scan any other stuff with them too (but they're a tad expensive for that task^^)

If you missed it on a mission, don't worry, there will be another one on the next run.
My advice would be to bring Helios with the investigator precept installed.
It will automatically scan anything not fully scanned in your codex, including the cephalon fragments.
You can find it in one of the labs in your dojo.
there are other stuff that work the same way (special stuff to scan)
