On the Index, it's important to remember that shields are not as problematic as armor, and all index enemies have armor. Shields are easily depleted as they have no form of damage resistance - they scale linearly with level. Armor further and further reduces the damage that health takes, while health has its own linear scaling. Not only is there more health to chew through at higher levels, but increasing armor makes each point of health more effective.
As a result, Corrosive Projection is generally a better choice between the two. If shields worry you at all (they generally shouldn't), simply bring a weapon with a damage type useful against both them and the enemy's armor or health type. Cold is a good example, as Alloy Armor (which all Index enemies have) and standard Shields (which all Index enemies possess) are weak to it.
