Repeating Sands Of Inaros

Another player in my clan has been able to repeat the sands of Inaros quest line several times but I find myself unable to repeat it even once.
What exactly do I need to do to get the quest line to open up the replay option?
I tried getting a second copy of the craftable item but it says I already have one.
I took the urn up from my ship and left it in my inventory but I am unable to equip it.
So I am stuck.. I need a lot of cat DNA and the SoI is the best way to get it but I can't get back into the quest line despite others being able to do so. :/

As far as I know all you need is to craft the BP from Baro. If it says you already have one then build it.
An alternative source of Kavats for scanning is Derelict missions. Run the Capture and then trawl the level for the cats.
