Currently, they don't. Solar Rail conflicts have been suspended indefinitely.

Used to be that clans or alliances could seize control over a Dark Sector and levy a tax against those who played there. To do that, they had to deploy a Solar Rail to that Dark Sector, and then retain control of it.

To wrest control from another clan or alliance, you had to deploy your own Rail to a Dark Sector, and then conduct Solar Rail conflicts against the defenders to destroy their Rail. This involved invading their rail tower, which would be defended by Specters and enemy players.
They don't. They were once part of a system called Dark Sectors, where Alliances (large groups of several clans) could engage in PvP conflicts with one another for control of certain in-game mission nodes (and the ability to receive tax income for the Alliance from those mission nodes). This Dark Sector system was retired over two years ago, with the intent of heavily reworking it and reactivating it at a later date. There is currently no information on when or even if anything remotely resembling this system will ever return to Warframe; the last thing DE was working on to replace old Dark Sectors ended up becoming a completely separate thing instead, and now exists in-game as the new Sanctuary Onslaught game mode. DE may come up with a new concept for a system to replace old Dark Sectors, but nothing tangible should be expected any time in the near future.

damn why did they remove it? It sounds so awesome and it introduces more teamplay, it would encourage people to join clans and it could be a pvp but an mmo pvp like Eve battles

Why did they remove it? I played briefly in those days, and Dark Sectors were controlled by enormous clans that imparted huge taxes on them, so players that weren't in the super-late-game had to grind for resources just to go to them. Corpus mentality, Tenno controlled, basically. I'm glad they're gone.

Boiling down the drama, a small set of alliances seized control of most of the solar rails and began charging max tax on all dark sectors, rendering them effectively useless to players. This prompted DE to disable rail conflicts, remove the tax system, and re-examine the conflict system. This redo was eventually teased as "Kingpin", but that evolved into E/SO and the name has been recycled into the new Kuva Lich system shown off as part of Railjack/Empyrean which also happened to mark a space sector as "dark", so we may see some tie-in there. At one point, it was also mentioned that open world zones would completely replace dark sectors, but they've become their own thing entirely now.

Really I thought it was due to the fact one clan charge heavy tax and then DDoS the Warframe servers when their solar rails was attacked to prevent it from being remove.

Besides the above replies, if I remember correctly the Solar Rail conflicts, while PvP in nature, allowed in all the mainstream PvE stats and mods for frames and gear. You can probably guess about how well that would go these days...
