So, I just got it (building), but there's not much about it on the wiki.
Questions:
1- Can I use on more then 1 pet? Its like, just a cosmetic that give buffs?
2- Can I use on helminth charger or Kavats?
Just to make sure its not permament if I pick up or use it on pet I wil dispatch later.

Yes but, Its only cosmetic no buffs. You can switch It out when ever, yes for chargers not sure about kavats didn't test yet bet it works tho.

Actually the collar gives +10 Health, +10 Shields, and +100 Armor to a kubrow when it is equipped ( http://warframe.wikia.com/wiki/Kavasa_Prime_Collar ) and yes it can be used on multiple Kubrows but sadly you can't use it on Kavats.
