Can't send any gifts

So, my friend got a new account on Warframe and he purches some plats. He's trying to send me gifts but the gifting button doesn't exist on his market. It's not about a weapon or sth. There's no gift box on any item. What should he do for send gifts?

Are you both mastery 2 or above?

I assume Gameplay (mastery) is required to avoid users creating accounts and then sending gifts with platinum that will be removed later (due to chargebacks)
