Well, he's not exactly an easy boss.
I have level 30, upgraded equipment and his shotgun still wrecks me.
I think you need tto re assess your weapon's mod config.
Grineer as quite clearly heavily armoured, so aromour peircing is a good bet.
As far as determining what you can take, I think it mostly depends on player skill and the strength of your weapon. I've taken completely unranked frames into level 30+ areas and never got killed because I react quickly, aim well, and carry a big gun that can kill just about everything in 1-2 shots.

Is a lvl 23 warframe with all mod slots filled not suposed to be strong enough for level 18~23 enemies?

From the fact that you dont't answer the question i ask, i take it you don't know how warframe/player rank and enemy level match up. Going on some forum posts i have read on that topic, it seems that nobody really knows.
So, if you had a base of 10%, that mod would add another 10% to give you a 20% critical chance.

Yes. However... The top recommended rank (That's the rank that you should be able to comfortably do the mission) is 26. You're frame is 23 and your weapon is only 19.
In most cases, it's just not worth it. You'll want to increase your armor piercing mod so you can gun down Grineer easily.
I can usually gun down Grineer quite easy, but so far it's been lower level Grineer, up to lvl 11 or so.
How do i know the base crit chance of a weapon? I seems that none of the weapons info lists crit chance.

Yes, the Braton Mk-1 is arguably the worst of the assault rifles, beating only the Burston and Snipetron in damage-per-minute (official dev math). You should keep it until it hits level 30 for the mastery, but you should drop it for the regular Braton (in market for 25k, straight up) asap. Faster fire rate, reload speed, and more damage makes it a great first upgrade, and even functions well in higher level areas.
The frame really doesn't matter too much, though some frames may have less issues than others. I'd focus on increasing your shield mod more than your health mod, but that's more for personal taste than anything.
The boss can 2-shot because of his very powerful weapon (note my previous comment). Shotguns hurt, stay at a distance.
Yes, all missions can be soloed, but it doesn't mean they should be, especially if your weapon and mods aren't the greatest at the time. With Vah Hek, he likes to hide a lot, he has decent shields, and they regen very quickly, particularly while you're reloading. Also, as I mentioned earlier, you'll want to dump that crit mod and increase your armor piercing one.
Just to be clear: enemy "levels" listed with missions (lvl 18-26 for Everest) correspond to recommended warframe/weapon rank for that mission?

Early Grineer go down pretty easy, but as levels increase, their health will too, and you'll need stronger weapons and mods to gun them down at a decent pace.
And the gun I refer to is either my Latron Prime or my own Hek. Both are maxed, catalysted, forma'd multiple times, and fully modded to the max. A single shot from my Latron Prime does around 650+ per shot before weaknesses are added in, and my Hek does just under 2700 per shot.
Asap after it hits rank 30, i assume. So given that it's not yet at rank 30, it's only logical that i'm using the Braton mk1.

I would have, but i have to work with the mods that drop for me, not the mods that i want.

Can't help wondering though why such essential info is outside of the game.
The way this is now is bound to misguide noobs.
The others above already answered the majority of the questions. Take off the crit chance on your braton and slap on armor pierce as that will help kill the higher level grineer you encounter
(but be sure to get rid of the Mk1 Braton and get a better weapon after you level it up to 30. THe Mk1 is not very good for any planet past Venus even when it is modded up)
Keep your distance from the boss. Hek is not an easy boss to solo as he can and will charge you if you are too far away from him and his shields are hefty and regen really fast, the key is to keep up the damage on him. Armor pierce is ESSENTIAL for fighting him or else your Mk 1 will be doing around 3-4 damage per shot...(also if you hide, he will toss a plasma grenade that will deal tons of damage to your shields) I would also recommend installing shield mods on your frame to deal with his shotgun blasts. (up close, shotgun deals around 100+ shield damage and even at medium-long range, it will deal 30+ watch out)
THe Key to beating him is to keep a steady stream of damage on him to prevent him regenerating his shields while keeping your distance.
And as mentioned by the persons above, the Warframe Wiki has essential information for every player to know including strategies and all round info on bosses and such
Currently on my third frame with an orokin reactor installed and have a Forma'd and installed orokin catalyst on my Gorgon LMG and Hek is still quite the challenge to beat
Vey Hek has the most armor out of any Boss in the game AND he weilds the most powerful shotgun in the game. You pretty much either need a party or a tanky frame like Frost, Rhino, or Trinity. It's also recommended to have max piercing as well, since he negates so much damage.
And yes, do ditch the MK1-Braton as soon as it hits rank 30, its pretty much the worst rifle in the game. Also, the Braton is an upgraded version of the MK1, and to give you an idea of how much of an upgrade it is, during the Fusion Moa weekend event, the player that got the most kills overall, was using a Braton.
