Cheers to this guy, he fixed my game. Thanks bro! But, his English is a tad difficult to understand, so I'll clarify.
First, go to your SteamApps/common/Warframe/Drivers/DirectX9 folder. Once there, delete every file EXCEPT DSetup, dsetup32, and DXSETUP. (DO NOT run any of those files) Once finished with that, simply run the game and it should be fixed!
Done this multiple times. It does nothing since it's something to do with the Launcher itself. Link to the ♥♥♥♥♥♥♥♥ forums for those few of us that have this issue.

What actually happens is that some of the builds of warframe came bundled with directx library overrides (and this is recommended practice by Microsoft, and usually required to avoid edge build problems. Or, you have a static library to work against, removing any problems that would come with updates from Microsoft. These are the directx files placed in the warframe folder). And at some point, the warframe build changes enough so that the overrides need to be replaced. If that doesn't happen correctly, for any amount of reasons that are fairly common, you end up mixing directx sdk version builds.
To compound this problem, it's possible to place overrides in the registry as well, to specific files, so they take precedence over program-specific overrides. And that's not easy to get around later, even if overriding for the latest version worked at the time you set them. Since Microsoft sometimes update directx and set exceptions for particular libraries in the sdk.
1) Open a new text document.
2) Paste the following lines into the word document. Including Windows Registry Editor line.

3) Click "File" in the word document and select "Save As..."
4) Type "fix.reg" into the name box without quotes. Be sure not to type "fix.reg.txt".
5) Find the saved file and double click the file. The window will ask you to verify that you want to modify the registry, select yes.
6) Start warframe. if it asks you to launch directx updater, select yes or no, its your choice.
7) Enjoy your game. if it doesn't work, contact me on steam.
