Does this mean character creation?

I always liked Warframe but could never personally get into it because you just get skins for your character and you don't really get to mix and match to make a truly unique character from everyone else (at least back when I played years ago). Now I see all this talk about 1999 and I see human characters on the cover so I'm curious if we can finally create our own character, or are these just specific characters for the story?

No. Outside of the story, the characters are skins for existing warframes.
They have unique features, like they have voicelines of the character they use during missions, but that is it.

let say those are gemini skin (cosmetic) like higher level than deluxe skin because it has human face, own dialogue, unique emote and voice

There are two customisable player avatars that you eventually unlock, one through the quest "The Second Dream" and the other is the "New War" or the "Duviri Paradox". There aren't amazing but you get some customisation over how they look, more than the warframes and they aren't able to fully replace the warframe in a mission, but they are a usable and useful tool in the Tennnos kit at late game
