Offworlder is rank 1 of the Ostron syndicate. To get to this rank, accumulate 5000 standing point to this syndicate (e.g. by doing bounties for Konzu or sell fishes to Hai Luk), and then speak to Konzu. You will also need some resources found on the plains of Eidolon and 10,000 credits.
