it is a movement game too.
"better" games will be hard to find though... Destiny 2 is in its final shape (they even did layoffs, it is the end of all updates next summer). Bungie burned hard through the Billions they got in the last year(s). 3.6 Billion last year alone... all gone.
Division 2 was killed slowly by Ubisoft too, that was a massive game on a highly enjoyable engine. It looked so cool... but Ubi said they are thinking about a Sequel and there were a lot of scandals with woke Dev Streams and delayed Seasons... a real shame, that engine is so lovely with the weather effects and the way it handles particles.
Warframe is a third person ability based shooter, with a pretty heavy focus on builds, modding, and mobility.
Risk of Rain 2 is also a third person ability based shooter, though it has no focus on modifying your loadouts and barely has loadouts as is. It's also got practically no permanent progression since it's a roguelite.
It sort of has builds, in the sense that you have some control over the random upgrades you collect during each playthrough. Choose the right ones, make some synergies, power creep into a monster and nuke some stuff before starting from scratch.

The Division 2 is also third person. Slightly less ability based- you have two pieces of 'gear' you carry around that more or less function as abilities that you can swap out. A lot of builds make next to no use of them- but lots of builds do.
It's otherwise an MMORPGey third person shooter with roles, builds, raids, and an MMOey gear system with legendary and exotic guns and whatnot. Way less mobility than warframe though. More Gears of War kind of combat. Community isn't dying but it *is* in a stasis chamber.

Deep Rock Galactic is first person shooter and doesn't really have 'abilities', but it has a vibrant loadout system that tickles the same sort of bone. 6 weapons for each class (3 primary 3 secondary) and 3 grenades each split among 4 classes.

Also Dungeon Defenders. It's a third person tower defense game with characters that function themselves as 'loadouts' with a set of abilities and a preferred weapon. Also lots of loot to equip them on and progression trees to climb and such.
The newest game is dungeon defenders awakened, but they also have a free to play title which is dungeon defenders 2. People seem to prefer 2 (awakened has mixed reviews), but I'll leave both.

Forgot to mention about Deep Rock Galactic. The community is mostly great and the game itself is great, AND the developers obviously take care of their game with love.

as for just the 3rd person shooting part: Gears of War, warhammer 40k Space Marines, World War Z, PUBG, Grand Theft Auto, Red Dead Redemption etc.
Min/Maxing part that makes you do some insane stuff would be just Path of Exile (PoE)
Looter Shooter which Warframe is not, but people somehow think it is ... Borderlands, Destiny ... yeah that is all I know.
but even in warframe you play 1-2 hours and can take a break or just chill. because you got parts to build new stuff.
so i dont understand who even play this garbage poe. i bet most people are afk and try to sell their crap loot
