But also it's Saryn. The 'best' warframe is probably Saryn. Undeniably, really. I don't even like her- she's just That Good.
Realistically there's going to be times you want something other than Saryn. Either because you're bored of playing the strongest frame in the game, or because in specific game modes or areas other frames will outperform her.
For instance I use nekros to speed up excavation missions, and I use ivara to fish and gather in the overworld so the enemy will leave me alone.
I also play mag because she's fun, harrow because he's fun, volt because he's fun, rhino because he's fun... etc.
Other honorary 'best' mentions go to Mesa and Octavia.

pros:
-good at open world
-can armor strip using his thermal sunder
-can do small cc
-weapon specialist (improves weapon fire rate)
-good survivability (kinetic shielding but weak against toxin related damages)
-good sustainability (gains energy everytime an enemy hits your kinetic shield)
-good in solo or squad
-good for eidolon hunt
cons:
-not good at defending objectives
to get him, you need to reach to sedna disruption to get his parts and requires materials in plains of eidolon (open world in Earth). For starters volt is already good, if you want some upgraded version of volt in terms of gameplay, guass would be good option. but a fully invested volt is much faster than guass.
In the end, just use which ever you are comfortable with in your journey in warframe. there are frames that works best in a specific mission other than guass as mentioned by other comments listing a specific frames good at a certain mission type. likewise, do not fully invest a frame with existing prime, unless you do not want to farm their prime variant, then you are good to go.
i use volt equinox loki garuda ivara and none of them are considered 's tier' but i can make it work just fine in any content i want

For like 80% of the game's content, any frame will work. Some are just more efficient for certain things.
So really, just experiment with them, assemble as many as you can over time, and give them all a try to see what you like and want to play more of
Most Warframes, even unpopular ones, can be made rock solid for lategame content if you know what you're doing.
For example, most people look down on Frost these days, but with a little work, I've made him a VERY good pick for Archon Hunt Excavation missions, who can keep entire rooms frozen solid pretty consistently.
Frankly Wisp is hard to knock. She's damn near immortal in most content, and quite versital.
nezha is an all-around problem solver, with these features:
- easy to get (tenno lab / dojo buy in)
- faster run speed
- rhino-like immortality skill that can be placed on NPC, pets, allies
- teleport
- aoe with CC
- clunky but usable self healing
making the only major missing ability some sort of invisibility/stealth for spy missions. With the teleportation, you can still cheese them.
