Have a companion use Bite + Tenacious Bond combo. Use Khora, and equip Bite and Tenacious Bond on Venari. When I did that while goofing around in Simulacrum with Venari builds, it seems to stack.

For example, Phenmor has 3.2x Crit Dmg after 1 Tenacious Bond. If you equip 2 of them, one for your companion and another for Venari, they add up. So Phenmor's crit dmg is now 4.4x from having 2 Tenacious Bonds.

I'm not sure about it but I think those mods don't stack.

What I am sure of is that the simulacrum is and has always been bugged. The numbers you see in the simulation are not true.

Try it in normal missions/ESO solo mode, that way you can really see if the mods stack.

Simulacrum is bugged big time.Even swapping frames for another one or weapons. Arcanes or other buffs stay,stack with new stuff, and cause overflow. And sometime the reverse its most unreliable for testing you need always when doing changes leave room and enter again.
