It is absolutely worth it if you intend to make the most of the weapon.
If you get a weapon with a bonus higher than 52.8%, you will get it to 60% in a single fusion since 58% or higher gets rounded up to the max of 60%
26.3 to 28.9 seems negligible.
I hear you, but dude, the grind is very long for 2 or 3 or more tenets (assuming one can do the fusion multiple times). It would be nice if there was a higher RNG minimum. You know what I'm saying? A few percent feels very RNG low to me.

Cool. that makes sense. So OP should have an easier time acquiring and combining them. all good. ggs.
It's also a good way side grind if you ever find yourself grinding for lich ephemeras. You can fuse undesired elements like impact but keep the original element.
