However it does require you to do some maybe annoying stuff.
Oh and the starter amp is much worse than about anything you could craft. So just getting a new amp will help alot anywhere you need to do damage with it.
each focus school has passive bonus to your operator and you can get them all at once.
I don't think you need anything for the quest, but maybe getting an amp would help a lot.
IF you did Duviri; the "pistol" drifter wields is actually an amp you can equip and will give you a decent power boost but all in all, even though operator has some niche usage, it's content that CAN be safely ignored if you're a casual player...
If you want to delve into it however... operator is a MUST for some content like Eidolon fights to farm arcanes and some of the focus trees have some neat functionalities. You can completely ignore some stuff using operator as well....
Basically operator is just another tool in your toolbox for you to use
I can assure you that IS the case... so unless you want to delve into it then just use Drifters amp and you'll be fine.... focus lenses are relatively cheap from various factions so with enough play you'll level up the focus schools without ever having to touch operator even once and some of those schools DO have passives that affect your frame too.
The only reason why you would want a better amp is MAYBE to do solo eidolon hunts... MAYBE to have a easier time farming a frame like Voruna (because you can 1HKO the sentients/Thrax) OR use it as a crutch to cheeze SP Circuit with for easy Incarnons...
I won't deny it has some uses when you fubar and end up in a mission where your enemy is decked out to directly resist your own loadout (so again; crutch to cheese) but yeah... operator is a bit of a forgotten system from the early days....
However I won't deny, either, that a decently decked out operator can become a VERY handy tool to have either
Me, I saw people going after the Eidolons like they were big game, and I pushed myself into hunting them solo. Along the way, it gave me gigantic boosts to focus, and much better amps.
That might be a good way for you to approach it, as you'll accomplish several things at the same time - leveling up with Quills, getting a better amp, and boosting your Focus pretty impressively with the drops you get from Gary and Harry.
Terry (the Teralyst) doesn't drop them, but he is still a good early source of things while you work your way up to Gary (Gantulyst) and Harry (Hydrolyst).
The Last Gasp ability from Unairu allows you to revive yourself if your frame goes down, but only if your Operator is armed with a good amp, since you have to get kills with it to revive your Warframe. However, with Operator Arcanes and a good amp, your Operator can be pretty strong, and useful too.
My AMP, Nechromech & Railjack none if them were modded nor past lvl 5 in fact I basically never touched any of that content maybe just the very first mission when you unlock them & the quest was super easy.
Even my Operator had no damage boost he was basically just there to give extra energy to my warframe.
Magus Arcanes can be obtained similarly. These will either pump your Tenno's life and armor as easier offerings or make it so they heal your warframe when you go Tenno; unleash elemental damages, or restore warframe energy for example. You should give them a look-see before figuring which ones you might want to hunt for to save time and resources spent on grind.
Quill Onkko isn't the only source of these kinds of upgrades. Quill Onkko has arranged for Little Duck of Fortuna (in the Vox Solaris backroom) to offer similar amp upgrades and Tenno upgrades but instead requires Toroids of various types you can find in areas around Orb Vallis as either randomly spawned pickups (think syndicate medals) or as random rare drops from enemies in one of three locations; the Research Labs, Temple of Profit, and Spaceport. Same deal overall unlock the ranks and then buy the parts or arcane upgrades you need. Deimos also has a few in the Deep Isolation Vault side missions though some of them are more situational.
There are also websites that might help plan out your amp if you decide on making and ranking them up (they can be gilded and although they don't use mods so far, they can use those Virtuos Arcanes and have a Focus Lens equipped to make sure Tenno kill affinity isn't lost) and give Mastery Rank for maxing them based on main firing part.

Should be on the Amp tab with the amp I described earlier selected.
