Mastery XP is only gained once, for each weapon of the SAME NAME.

Since dual-wield guns are differently named, they get their own Mastery XP

No but kuva weapons can be forma up to level 40 and i believe it gives mr exp

The same weapon no. Another variant? Yes.

No. Game expects you to use ALL warframe and weapon variants up to 30. There are some weapons that can reach level 40 (Kuva/ Tenet weapons and one Quest 2h sword with Formas)
Mag and Mag Prime are treated as unique warframes and you gain Mastery Rank XP from both of them until they reach level 30. Same with weapons like Braton, Braton Vandal and Braton Prime, each of these weapon variants give XP to Mastery Rank.

also your necramech can be forma'd up to 40 aswel
Blue star chart nodes (both normal and steel path), railjack and drifter intrinsics, weapons (a single time, or if it's tenet/kuva or just special weapon, you have to level it up multiple times by using forma on it), warframes (normal and prime are considered separate, just like weapons), companions + guns for them, pets, i think those are the only ways.

No. One can't get MR from levelling up the same weapon twice after using a forma, for example.

But for example if you have multiple variants of a weapon like the Braton, you will get MR for levelling up each variant of them.

For example:

1. Braton
2. Braton MK1
3. Braton Prime

These are 3 different weapons all starting with the name Braton. You get MR for each one you level up. They are treated and are indeed 3 different weapons. XD (that they have similar names and are based on the same core weapon can be confusing at first)

A Warframe? No. Some weapons (Kuva, Tenet, and Paracesis) get their maximum level raised by 2 per forma (up to 5 forma total), for a max of 40.

I wish. Would have made reaching Legendary Ranks a lot faster lol.

Also the Necramechs.

The dual-wield weapon is treated as an entirely separate weapon by the game. So yes, you can gain Mastery Rank for it.
If you're ever not sure, go to the Codex terminal aboard your ship (same place as you select Quests), then go to Universe and the appropriate category.
You can search by name, and see the symbol which indicates if you've completed gaining MR from that weapon/warframe/companion/etc. :-)

As others have mentioned, there are some items which can get up to lv40 before you've Mastered them.
Later on in the game, you'll do a couple of questlines that give you access to a 5th ability when using your warframe (It's a spoiler that is best experienced without knowing what to expect, so I'll be vague here.) When you do, you'll be given a wrist-mounted energy-beam weapon, and later on you'll be able to custom-build one by mixing&matching three component parts.
With those, you'll need to get them to 30, take them to an NPC on Earth to enhance them, and then you start gaining MR on the enhanced versions of those weapons - for each primary attack type. (The sniper rifle, the shotgun, the 3-shot grenade launcher, the full-auto gun, the burst-fire rifle, the flamethrower, and the short-range beam.)
Once you get to that stage, there's info on the wiki about how that weapon type gains MR. But it feels worth mentioning, so you don't build one, get it to 30, and then dump the thing immediately. :-)

And the above is extended for Zaw's (custom built melee weapons), Kitguns (custom built ranged weapons) and Hounds (custom built companions) too; each part has a mastery rank of its own and all of them can be used for more MR exp too (though it might be a bother to keep forging and reforging)
