How so? Break down the error - let's see it.
(Primed) Firestorm does affect the initial splash, as the video shows, but does not affect the distance of any of the tendrils from it.
If all that's true, Firestorm has far less of a useful effect, and therefore isn't worth the mod slot.
Direct quote from the video you linked (timestamp 8:07) :

The video you included as proof against slotting Primed Firestorm straight up recommends using it...
First, props for including the timestamp and the quote - that helps quite a bit.
Second - yes, he does contradict himself there. I will fully grant you that.
However, I do think the point made overall is at least worthy of consideration. Without the Incarnon adapter, yes, Firestorm very much makes sense. With it however, because most of the time people will be playing in Incarnon mode with it, it's usefulness as a mod slot goes down due to how the tendrils' chaining works.
Personally, I have tried playing without Primed Firestorm over yesterday and today as a test. I haven't noticed any sort of drop in efficacy - in fact, with being able to put in another 60/60 elemental mod, it feels better to use for me than before.
YMMV, of course - but it worked better for me.
One build has Heavy Caliber + Primed Firestorm. Why? I have warframes who have airborne builds and Ogris has with +300% Multishot and spreading rockets in wider area from above the enemy is good way to spread Status effects on them while at the same time damage Common units. Not reliable Solo build, a lot more useful in Team gameplay.
Other build doesn't have Firestorm because I can make direct hits if I want.
