In a gunfight they have approximately equal chances. Volt can place impenetrable shields all over the place, boosting the damage of anyone who shoots through it, while Excalibur can blind entire map and then just gently stroll around, getting x4 stealth melee kills. To think of it, Excalibur also has short time semi-stealth on his Superjump, that deactivates as soon as you touch the floor again. I would personally choose Volt, just because he's more interesting to play with. You can literally build an entire fortress out of shields, morphing your entire team into "heroes in a half shell"
Excal parts are farmable from Ambulas on Pluto, while Volt parts are in Clan Tenno Labs. That means Volt is probably going to be easier for you to get later on if you don't choose him as a starter.
Really, they both have about the same amount of survivability, so I'd just pick whoever seems more interesting.
Also Vulbjorn, since U15 Radial Blind no longer blinds enemies through walls. Radial Javelin and Superjump were both buffed to compensate.
Did. Radial Javelin is now back to using LOS courtesy of the whole Viver-Fever nerf, so no 360 RJ nuking anymore. I feel for the Founders....
Been playing with Excal Prime for most of the time after U15. Going back to Zephyr now.
