Is it a damage beast on par with some of the other 'end game' weapons? No.
Should that stop you from buying and using something you really want? Absolutely not.
It's a decent weapon that is good against infested but can be adapted to fight anyone. Get the stance, you shouldn't need a Catalyst with the stance, then just stack damage mods on it. Pressure point, spoiled, etc. and enjoy.
Don't sweat what others think.
No warframes and weapons really clash so that they are bad to use together. Some weapons are better with certain warframes, but that's about it; it won't melt your Frost if that's what you're thinking, or make it weaker. The good armor on Frost and defense abilities can actually make him extremely tanky when paired with the weapon though, but I would go for warframes that have higher stamina, since it's used when blocking. I believe Valkyr and Hydroid are the ones that have it higher.
As for the weapon itself, it is pretty bad. The damage is bad. The blocking can be nice but still drains stamina, so you can be completely drained of stamina even if you didn't want to, and it's just like blocking with a regular weapon. The Skana is actually not a horrible weapon, there are way worse ones. Silva and Aegis is fun but that's because it's a gimmick weapon.
You can mod any weapon to be good though, and in fact the blocking can make it somewhat useful endgame since blocking never loses value. Because of this, there are various ways to go around modding it. You can go for a pure damage build to slash out every once in a while, but that ruins the point of the shield. You can go with a standard channeling build and use the blocking as a line of defense. Or you can go full-out blocking with a stamina build on your Warframe and some deflection mods. Mix 'em up, especially the latter two, and see what you like. It all depends on how you want to use it. For late game, a defensive build would be the best, since the damage isn't enough to justify a close attack which is already a risky move with a high-damage weapon. I wouldn't use a potato right away as I do on some weapons, since it isn't considered top-tier. See if you like it first. As said, the stance and a max level should give you a good idea.

Joking aside, it doesn't matter what other folk think.
It's not the best weapon you can be using but it's more than viable. As long as you enjoy using it that's all that matters.
There are quite a few folk who do use it so there are some good builds floating round for it.
First of all ... I my personal view, it is an "awesome" weapon. Second, as for the build ... I recommend adding "elemental mods" to make it into a "gas" weapon ... good for the AoE crowd-control.
