I got it a few days ago as a reward and wow it's fun to use, except this update changed it to tap fire rather than hold and just turned it into a dud.

did it get nerfed or is it unintended?

Check your Accessibility settings. See if you have the full auto for semi fire weapons turned on.

As someone who got the gun when it was first introduced years ago, I can assure you that it was always a tap burst-fire until they added that feature to Accessibility.

And I simply sold the now 3rd one that got upon this year's WarFrame (WF) "12th Anniversary Celebration" to simply have free Weapon Slots available. *Meh*
