A more certain way to farm them for Sands of Inaros is to reach wave 25 in Tessera, Venus, a low level defense that is easily soloable. Two will spawn at wave 25 (may need to continue on to wave 30 to allow time for them to explode). One may also spawn at wave 20.
Another way to find them for the Sands of Inaros quest is by doing solo Razorback kills, which require killing Bursas to kill the boss.
The "Robotic Onslaught" enemy effect during Corpus disruption missions (Laomedeia, Neptune or Apollo, Lua) will spawn Bursas at a very high rate, allowing the player to fulfill the Sands of Inaros quest requirement rapidly by leaving the effect active rather than defending the corresponding conduit. This is likely the fastest method that is not time-limited like the Razorback event.
