Mastery Rank requirements of weapons is more to do with the expected progression you would/should be at for the weapon to be obtained.
And at the same time I'm finally levelling my Bronco Prime to immediately then do the respective Akbronco Prime because rarely enjoyed Shotguns and even less while being a 2nd weapon.
Although you can creative thinking with low MR weapons like for ex., the Zenith and its passível Effect. Play it using and Ivara with a Hush mod' inside it and also being along your Huras or Sunika Kubrows while they're also carrying the Tenacious Bond mod' because their Claws usually have way more than 50% Crit' Chance. Then get into a decently high level or a Simple Sanctuary Onslaught test it. Start Ivara's Prowl when nearing a cluster of foes and then start using the Zenith's passive to do infinitelly ranged headshots through walls. It'll assuredly be a laughing riot experiment in the very least.
a lot of good incarnons don't require a higher MR weapon either, but almost all do require steel path
most tenet and all kuva weapons can be obtained with a low MR as long as you are capable of dealing with sisters/liches as their drops bypass the MR requirements
later ones often had to have some gimmick.
