Simplest way - run Bounties with each of the Hex at least once a day. This will take a while, but will rank you up with the Hex as a faction and with the people individually to the point eventually where you can do part 2 of the quest (which is at rank 3 of the Hex, and Liked by all six of them).

You can speed it up the individual ranking by talking to them via the Messenger, and/or sending them gifts through it. This is optional however.

You need to increase their chemistry. Three ways to do this. Run bounty with the specific character. Talk to them and say stuff they will like. Give them gifts they like. Oh also, birthday.

You'll generally 'know' you've bonded enough when
A cutscene plays where a literal void-line line links between the two of you. Gotta do it for every member; then you can head to the back rooms and find the hairless kavat to do the finale for the quest.

Though, it's not much of anything tbh. If you aren't particularly invested in the story or anything you should just progress the syndicate. The finale will happen when it happens. Get the warframe goodies in the meantime.

Also, this works just like any other syndicate (Cetus, Fortuna, Zariman, etc.). You will need to gain reputation with The Hex by doing bounties and/or selling Hex treasures to gain reputation to level up this syndicate so you can unlock blueprints, arcanes, and other goodies from each vendor. There are also many bonus weekly quests in Pom2-PC that allow you to gain some perks, gifts, etc. By doing these you start moving forward again on the 1999 calendar.
