Well I don't have problems with them on Ceres with my Djinn and they don't exist in Towers.
If being knocked down really annoys the Hek out of you, then you should pick up a Sure Footed (60% knockdown resistance) and Fortitude (20% knockdown resistance, 80% faster shield recharge) mods. I like to equip both of them on my Nekros for Survival missions so I can basically ignore anything that tries to knock me over while I'm spamming Desecrate.
If you're looking for other options, Rhino's Iron Skin makes you immune to all crowd control while active (you should have it up 100% of the time), or you can play Trinity and use Link for some wonderful revenge. Link will make up to 3 other enemies (often including the Shield slamming into you) get knocked down instead of you when hit with a knockdown effect while it's active.
You might also consider equipping a sentinel to make them back off, or save your butt when you're in trouble. Shade can use the Ghost ability to cloak as the Shields approach you, or after if it's late. Either way, you'll be much safer. Dethcube can hit a single target with Vaporize to stun it if it gets too close. Wyrm can use Crowd Dispersion (as suggested by -ObL-) to knock them down when several targets rush you all at once. Carrier simply packs a powerful shotgun, capable of 1-shotting most targets upwards of level 30 if you get it heavily modded. Not to forget that every sentinel can use the Guardian ability to instantly regenerate your shields entirely once every 30 seconds, greatly increasing your survivability.
For Grineer Shield Lancers, punch-through mods like Shred/Metal Auger/Seeker/Seeking Force will help if you don't want to bother aiming for their heads :)
Some weapons also have innate punch-through, like the charged shots of the Lanka, Drakgoon and Miter (I think)
