Do you see yourself using any of these, if some aren't already in use in your regular slots?
And do you have extra available points to even put a mod in there (otherwise you'd need to forma your frame to free up mod points). So is it worth it, a must-get? Not really.
This utlilty slot is a minor convinience for longtime players who have the time and resources to spare. What frame you use it on is all up to you, personal preference. Obviously I'd recommend the free adapter you get from Natah quest on your favorite most-used frame who has a benefit with one of the above mods.
If you are ok with formaing Nekro 4-5 times or you use low-drain build - go ahead.
They can spawn in any random mission. It's RNG if one may appear at all.
People say Uranus because: it's a new tileset + new farmable boss = high concentration of players there at the moment, resulting in high notifications of probe sightings.
I just did a syndicate spy mission an hour ago, I got 2 of them right next to each other.

I finished the quest long time ago and got 20/20 codex scans of them. They will still randomlycontinue to appear. You will know they have spawned by hearing a pulse sonar noise (like a submarine or whale makes) followed immediately by a deep echo. When you hear that, start looking because one spawned nearby and is scanning corpses (and apparently chests too, looking at the screenshot).
A fast way to start the quest instead of waiting for these probes to appear, look for people who have it unlocked but not finished the first mission yet. The first mission requires you to scan 2 of these drones to proceed. When the host invites people with them, they also get 2 chances to scan them to unlock it for themselves.
The host should then abort the mission, so this can be done again and again for others. I have done this for 2 weeks for clan members before finally progressing myself.
As I explained above, just make sure you do all the submersible Uranus missions (or as many as you can). It won't take long for the drone to spawn if you do.
I have 4 of those adapters in place already and i also formad those frames again to be able to use that slot to full extend (slow frames like Frost and Rhino, without arcane vanguard, benefit greatly from that slot with rush mod!!)
Besides rush, i think handspring is a very very good mod to put in there, handspring has been a livesaver for me in many situations! But i guess you are right, its a luxary for longtime players to have that - for others it might be just another grind on top of everything else
