Are synthesis targets in order or choice?

So ive started the synthesis thing i would just like to know this, do i have to scan each targert in order or is it my choice, or do i have to unlock the sanctuary first?

You can scan the one everyone is scanning right now or choose one from the list as your personal goal of 10 scans

Well thats the thing, they are locked for some reason and the only one i can do is guardsmen, which I cant get to ceres without grinding through 3 other planets first XD

How are they locked? it must be their Lore entry are locked but not the target itself, you must press some button (I don't remember which) to make it your personal goal for synthesis scanning

Does it make a difference if im playing on xbox one? have i missed something? Cause they show a lock symbol beside them and i cant make them my personal goal at all :/

I finished the lancer with 27 0f 20 scans but only the blue camo lancer, do i have to finish all types of lancer soldiers? Im guessing thats it

I think if you complete a synthesis scan - that's it, it's done and locked, and when community reaches 100% - it's locked. No, you don't need to scan guys in other camos, you are after very specific unique mob that spawns only if you have Synthesis bounty active. Try switching to incomplete Synthesis bounties, can you do it?

The only one i can do is guardsman, all the others have a lock symbol and i cant do anything with them, its confusing since i havent really complete scans on all the types, maybe tomowrow ill check again

I'm having a bit of a difficulty understanding this issue. Could you provide a screenshot of your Synthesis screen, please? The one where you pick bounties?

im on xbox, plus the guardsman is also locked now so i cant do anything.. Have i scanned too much?

You can't scan too much if the target is still not completed by community/you. I'm not sure I can help here without a screenshot. I lack information.

Something tells me that you're thinking of the Codex. Hence why you said 27/20 normal Lancer Scans. Could that be it?
