Do you think Armored Agility is a decent alternative to Steel Fiber?

If i had to choose one or the other, I'd choose Steel Fiber. So no, it's a bonus mod if you can fit it into your build and want to run faster.

That said, if you want to be as tanky as possible, on Valkyr for example, you need it.

Just as Vigor is not a substitute for Redirection and Vitality, nope.

They're good as additions, but not as alternatives.

why should it even be an alternative? you can use them both at once, why would you consider one of them to be an alternative of the other? both of them together work really good on frost and valkyr, giving frost's globe a good boost and giving valkyr just a bit over 1.5k armor

Its an addition - if you want to be tankier or faster, layer it over Steel Fiber or Rush.
