I can't speak for anyone else, but I'm certainly hoping so.
But in all seriousness, I don't know if they'll add anymore outside of 1999, because what other games have they developed that's not held by other companies like Unreal and Bioshock? Maybe Pariah or Warpath, or even The Darkness (Xaku already has similar mechanics)? They did do an Unreal weapons skin pack though.
Personally I'm hoping for Ivara and Gara ones, but wouldn't mind any others (I know some are already theorizing that Rusalka may be Saryn's which could be the case). I do think Xaku would be complicated to do given their "their" and multiple frames collected into one; and Yareli would have to be very carefully done for obvious reasons. But the potential and want going by interviews and even iirc Prime Time comments is there for it.
If you actually look at history it has more to do with the reception, engagement with, and excitement for the things. Railjack for instance for a time was treated like a black sheep and ♥♥♥♥ on (tbf within certain spaces still is), thus getting small bits of stuff but nothing major; Duviri the same; Voidshells at least did get positive reception but potentially not the engagement/excitement elements; etc. While the Labs have gotten steady improvements and additions as well as being the launch pad into 1999. Along with 1999 being part of the main story, there's a good chance that if its given a positive reception, engagement with it is good, and excitement remains high that it could be expanded on in contrast to the other things.
See this is one of those things where I actually would trust DE, I wouldn't trust some other companies; but DE has shown the ability to ride the line between tasteful service and respecting femme characters. Especially actually human ones that the only case of service so far has been Rusalka, which in comparison to others is pretty tame.
The main ones I'd actually be worried over are Xaku and Yareli (especially Yareli with some freaks out there).
Her design has a very teenager type feel to it, which certain types would absolutely latch onto cause "freaks"

Personally I've always read a mid-teens feel from her, though I'm not a main of her so its an arms-length impression. Which is why I mentioned her in the carefully done, though even that I guess is more of a safeguarding her against certain artist types that if given any easy targets will absolutely run with it. Actually funnily after watching a streamer I follow, I guess she sort of could fall in the 18-19 territory cause iirc Juno from Overwatch 2 is that age and looks around what could fit a Yareli proto. Unfortunately its inevitably going to end up leading to certain artwork, cause that crowd of people can't help themselves.
I think it was good, but just died down that had them shift to having it on the back burner. Like I do think more Voidshells are coming, but its not a priority thing cause the hype for them died down. Which is exactly the thing I'd want to not happen with the Gemini skins
