Ballistic bullseye can't be equipped on Mesa Prime

After looking at some builds, I wanted to add this mod to my Mesa but it was not showing up. I purchased twice from the guilds but it was still not showing up. I made sure I can see it from Mods, and there were the two of them. Any help or walkaround? Thank you!

certain mods cannot be added to exalted weapons

only thing wich comes to mind is that you've put another ability in the 1 slot via helmith

Creeping Bullseye can be equipped tho.
