I also recommend using SSD. HDD are bad for games.

however warframe is a launcher so it wont move it
no, i do install Warframe to my HDD (external HDD) when steam asked which drive i need to put in, i now install warframe to my PC SSD because sometime issue came out when Optimize the game cache.
pardon me i am dumb for a minute there, yes, Warframe game cannot be moved, must be redownload the whole game through its client ,so OP need to select HDD drive to install warframe, and run Update through warframe client.
its the Optimize game cache at warframe client, sometime when it runs optimize, it got error message saying i am optimize warframe game cache though External drive ,after that i only install warframe on my PC drive.
