The first one, mastery rank or MR, is yours and it's calculated by summing up all the exp from the items I mentioned. After getting a certain amount of exp from those items you can do a test to increase your MR, which is your real rank so to speak.

But you also asked what the test entails, so I'll give you some info on that. If you fail the test, you won't rank up, and I think you have to wait 24 hours before you can try again.
Fortunately, the early tests are really easy, and it's doubtful that you'd fail them.
There's a different test with every mastery rank, gradually getting more difficult, but the first 3 are pretty much: "kill a bunch of dudes with your primary", "kill a bunch of dudes with your secondary", and "kill a bunch of dudes with your melee weapon". All three of those are timed.

Thanks! I will build new primary and secondary as even at level 30, they are still bad. I got them from the beginning of the game and haven't upgraded them before.
Levels don't even matter to the power of the weapon, most power comes out from the Mods themselves
Also ranking up raises the daily cap on Syndicate points. So there are reasons.
Oh yes! the new login reward system is based on mastery rank. Called Daily Tribute.
