Why did I find out about receiving this weapon? only after tennocon. there was no news anywhere

They had a guy talk about the drops during the stream. Multiple times.

It was announced as early as the 12th of june last month in a steam announcement that everyone sees when they hop on warframe through steam. This was not the only time it was announced.
