How one unlocks the arcane melee slot?

This isnt for me but a friend, his problem is that he cant add arcanes for melee because his slot is not visible in the inventory.
By this I dont mean that he cant buy the adapter, I mean that literally the slot where the arcane has to be put DOESNT show up yet.
As somebody who does every major update day 1 I forgotten what is EXACTLY necesary to unlock that slot, so.... what does he need to do so the melee arcane slot is VISIBLE?

You need the 'melee upgrade segment' - just like the wiki tells you.
