Do not, EVER, transfer items from the new account back to the old one. That will get you permabanned.
If you want to force yourself to relearn the basics take one of those starter frames and weapons, use only unranked (or very low ranked) copies of mods, and start re-playing missions, quests, and junctions. When you feel you're back into the swing of the game, allow yourself access to the rest of your arsenal.
Quite a few people feel overwhelmed by what Warframe has to offer, and go with the reasoning that starting over helps them to refocus their experience. Whether we see it as true or not doesn't matter if it helps them enjoy the game more, basically.
I personally haven't done so with Warframe, but I have done so with other games, so I get the impulse.
You may not think so. I may not think so. However, have you tried to look at the various reasons people end up bouncing off the game? Various youtubers have made video essays about it - JoshStrifeHayes made a great one about the new player experience of Warframe, actually.
Understanding newer players' perspective and taking it into account makes the game better. The intro quest being redone is one example of this - it addressed the issues of making most players feel like they were tossed by the belt into the deep end of the pool.
However, the game still has those problems for newer players - after the initial quest is done, many otherwise intelligent players look at the solar system map, look at the weapon modding screen, feel overwhelmed by the sheer choice, go "nope!" and quit.
For those players, especially if they're coming back and seeing a giant confusing mess of options to choose, it can help mentally to start again from basics and proceed from there. I've spoken to a few players who've done just that, and they felt that doing so helped them. Their experience isn't the same as mine with the game, but it doesn't have to be for them to enjoy it.
